This answer applies to the 27 member states of the European Union as well as Norway, Liechtenstein, Iceland and Switzerland (in all 31 countries).
Cosmetologist is a regulated profession in the Czech Republic, Iceland, Italy, Liechtenstein and Slovakia. In these countries the use of a protected title and/or the offering certain services are restricted. An American licence is not automatically valid.
Where cosmetologist is not a regulated profession (most of Europe) the recognition of your US training is at the discretion of your employer, which is unlikely to be a problem.
There are official contact points in all 31 countries where you can obtain information. There is legislation on mutual recognition of qualifications, but only between these 31 countries. You do not have any legal right of having your American qualifications assessed, but you can always inquire if you intend to work in any of the five countries where you profession is regulated.
A citizen of any of these 31 countries is allowed to work in all these countries; all others will need a permit (work permit, residence permit and/or visa depending on country and situation). The rules vary considerably between countries, but if you are an American citizen nowhere will you have a reasonable chance of getting the needed permit to live and work, unless you are a family member of European citizen or have some other valid reason of living in Europe. In many countries it is possible for persons with professional skill in high demand to be allowed to relocate, but unfortunately cosmetology hardly qualifies.
